On September 12,2014,the State Council promulgated the"Energy Conservation and Emission Reduction and Upgrading Plan",which can be called the most stringent standards The most stringent environmental performance standards in China.It has made clear that in 2020,there will be a comprehensive low-emission transformation of active coal-fired generating units.It will force to shut down the implementation of ultra-low emissions or those failed to meet the ultra-low emission standards of coal-fired units.It plans to complete the ultra-low emission reduction unit by 2020,reaching the capacity of 150 million kilowatts,so as to promote the realization of environmental quality and total pollutant emission control targets.This plan has sparked a wide range of controversy,which has raised a serious issue for many coal-fired power generation companies.If companies do not make the appropriate adjustments,they will fail.If changed,it will inevitably increase the cost of electricity,so that the operating pressure of power generation enterprises increased.Shanxi is a major coal resource province in China,and also a major coal and electricity base for national planning and development.Therefore,how well the coal-fired power generation unit ultra-low emissions reconstruction project goes in Shanxi will act as a leading role in the whole country.In August 8,2014,Shanxi Province issued"Implementation Opinions on Promoting Ultra-low Emission of Coal-fired Generating Units",which put forward the full implementation of ultra-low emission reconstruction of single plant more than 300MW coal-fired generating units.It will be completed before the end of 2017,three years ahead of the deadline.And in northern Shanxi and other regions,each selected 1 pilot to reconstruct,and after obtaining successful experience,it will be promoted widely.The two 660MW coal-fired generators set by TH power company was launched and promoted as a pilot project in shanxi jinbei ultra low emission transformation.As a pilot project for ultra-low emission upgrading in the province,a comprehensive,objective and realistic evaluation of its implementation process and control effect will provide high reference value for the implementation of follow-up projects.Firstly,the paper has illustrated the research background and research significance and demonstrated the development of post evaluation by a large amount of reference materials.It has thoroughly introduced the theoretical knowledge about the post evaluation of the project and its related evaluation methods and demonstrated the research method and content in the paper.Based on theory and from the 1st period of the ultra-low emission renovation project practice of TH electricity generator company,the paper has illustrated the overall project situation and analyzed the potential risks for project construction according to the project construction features,then the paper has proposed the post evaluation target for the project.Bases on the analysis on risk factors,the paper has identified the quality,construction period,construction cost and economic efficiency as the level-one index and those factors that can directly mirror the accomplishment status for each level-one index and then built post evaluation index system for the project.The paper compared and analyzed each evaluation index of the project by adopting front and back contrast method and reached a conclusion for level-one evaluation indexes.And based on this,the paper also has proposed post evaluation on the overall construction by adopting logical framework method and reached a conclusion for post evaluation.Meanwhile,the paper analyzed the economic impact of the project construction and the sensitive factors for construction cost variation,then reached a conclusion of economic evaluation.The paper has done through comparison,analysis and verification on the previous design,construction preparation,process control,construction effect and target difference by post evaluation.It also proposed the management flaws during the project management process.Meanwhile,the paper analyzed the impact of the project construction on the company’s electricity generation cost and the sensitive factors that might cause these impacts.It has proposed the corresponding suggestions on the corrective actions,management improvement and rationalized management for the ultra-low emission renovation project.
