Research On Information Process Of Environmental Supervision Over Stationary Pollution Source

Supervision over stationary pollution source is the micro-foundation of environmental management system.It can be interpreted as an information process essentially.This paper attempts to return to the basic principles of information theory,and examines the information measurement and other related issues of Supervision over stationary pollution source.In this paper,by using the basic principle of information theory,we analyzed the supervision process,defined the scope of enterprise environmental information and established an enterprise environmental infological system.We used the information theory to classify the environmental information of enterprises,especially quantitatively analyzed the information of pollutant emission and pollution control process,and then analyzed the information amount of different information process on this basis.Moreover,taking the emission permits system as an example,we studied the classification and structure of enterprise environmental information,and we used the unified measurement to quantify information cost and benefit.The information process of supervision over stationary pollution source is further studied under different constraint conditions such as technology,institution,economy and capacity.In this paper,countermeasures and suggestions are proposed based on our analysis.We suggest that the content and forms of relevant information should be further defined,such as enriching stationary sources basic information management,strengthening pollutant emission information management,actively exploring stationary sources process information management and enterprise credit information management,etc.Moreover,enhanced information technology support and development of environmental information industry is highly recommended.We also suggest that a proper information management system should be established and improved.And diverse subjects,including government and enterprises,should share responsibilities for supervision over stationary pollution source.
