A Study On The Disclosure Of Enterprise Environmental Information And The Supervision Of Public Opinion Of Qingshui River Basins Based On The New Environmental Protection Law

Chinese government and Party have paid close attention to the protection of the ecological environment.In the 18 th National Congress of the CPC,the ecological civilization construction has been elevated to an important position.And the major decisions on deepening reform made in the third plenary made the environmental protection one of the five functions of government,which highlights the seriousness of environment pollution and the value of environmental protection.The author hold that the increasingly serious water pollution has been the key point of the environment protection.If the problems of water pollution can not be solved,it will directly affect the quality of the life of everyone.The significance of water pollution prevention and control is obvious.The new environmental protection law implemented in January 1,2015 has put forward the disclosure enterprise environmental information,which protects the public’s right to know and participate in public affairs to protect the environment.In this way,the benefits of public have been protected.This study is an empirical analysis of the disclosure enterprise environmental information of Qingshui River Basins and public opinion supervision to study its problems and highlight the impact of public participation on public opinion supervision.Based on the field research on the disclosure enterprise environmental information in Qingshui Basins,the author will summarize the problems,analyze reasons and propose countermeasures.In this paper,first,the background and significance are introduced.By summering the literature reviews at home and abroad,and analyzing the theories including theories of public opinion supervision and public participation,the research methods and ideas are then formulated.Secondary,the analysis on the definition of the disclosure enterprise environmental information,combining the experience of the disclosure at home and abroad and importance of public participation to promote the public opinion supervision and the disclosure pave the way for this study to analyze the problems arise from the disclosure enterprise environmental information in the Qingshui Basins,give the idea of encourage the public to participate in order that the public supervision better impel the disclosure the water pollution information of Qingshui River Basin.Thirdly,this study explores the causes by applying scientific research methods to analyze the water pollution information disclosure and public opinion supervision in Qingshui River Basin.At the same time,combining the physical truth from interviews and questionnaires,summarizing the public awareness of water pollution situation and evaluation of water pollution information disclosure,sorting out the water pollution information disclosure and supervision of public opinion and analyzing the impact of public participation in the process of governance on the supervision of public opinion and problems of water pollution information disclosure in Qingshui River.The last,this study comes to a conclusion that we need to improve the public participation,promote public opinion supervision and further force the enterprise to disclose the water pollution information.
