A Study On Ship Pollutions Prevent And Control Measures In Zhangjiagang Port

Since the second industrial revolution,industry production which concentrated on fossil fuel makes important contribution to global economy development.Meanwhile,it brings sever environmental pollution.With the deeper knowledge of environmental protection,more and more pollution problems,such as smog and water pollution,causes more and more society attention.The main reasons are as industry pollution,agriculture pollution,transportation vehicle emission etc.How to ease and treat environmental pollution has become a common problem for government,NGO,media and people.Zhangjiagang port is the biggest port in Yangtze River.It is dealing with sever condition in water-pollution by ship as too many types of ship inbound and outbound everyday.How to effectively implement the duty of authority to prevent pollution becomes an important subject for sustainable development of Zhangjiagang port economy.This article demonstrates the research background,objective and meaning,including related research progress from home and abroad.Then from the present situation of Zhangjiagang port antipollution management,the article introduces the basic situation of the port,the types and hazard of ship pollution,including oil pollution,hazardous liquid pollution,sewage and garbage pollution,emission pollution,solid waste pollution,which brings negative influence to water,atmosphere,human health and society development.Then,the article introduces the evolution of Zhangjiagang port antipollution management and analyses related data.Then analyses the reason of Vessel B pollution accident,concluding the effective measures and experience in accident reaction by maritime department,to find existing problems in Zhangjiagang port antipollution management which is the lack of supervision,lack of construction and management of antipollution infrastructure,lack of coordination between regulatory authorities,low legal consciousness and environmental protection consciousness of seafarers,lack of strong ability in dealing with pollution.The main reasons are lack of source management,not enough fund support to antipollution infrastructure,unsound ship antipollution prevent system,low standard of seafarer education,low economic benefits of ship antipollution management.By referencing advanced antipollution experience from home and abroad,such as Sydney port in Australia,New Jersey port in USA,Tokyo port in Japan,domestic Shanghai port,combining my profession,work knowledge and advanced antipollution theory from home and abroad,to finally bring up suggestions of ship antipollution management.Firstly,clarify the duty of supervision authority,strengthen supervision,innovate supervision methods.Secondly,strengthen constructions of ship antipollution infrastructure in port.Thirdly,establish sound coordination mechanism of port related departments.Fourthly,strengthen education training to seafarers.Fifthly,strengthen construction of emergency reaction ability.
