Study On Pollution Prevention Of Ships In Taicang Section Of Yangtze River

As the shipping artery,the Yangtze River has made great contributions to the economic development of the region along the river.With the increasing number of ships comes more and more pollution problems.The Taicang section of the Yangtze River,as the estuary of the Yangtze River,is the east gate of the Yangtze River shipping.Every year,nearly 500,000 ships,30,000 ships of hazardous chemicals and100 million tons of hazardous chemicals pass through the port.The annual production of pollutants from ships in Taicang Port exceeds 30,000 tons.Every year,ships illegally discharge a large amount of oil sewage,biological sewage,ship tank washing water and ship household refuse.The emission of fuel oil exhaust from ships is also not up to the standard.Many ship pollutant indicators investigated and investigated also seriously exceed the standard,which puts great pressure on ship pollution prevention and control.In recent years,with the increasing attention to environmental protection,the concept of "jointly focusing on protection rather than large-scale development" in the Yangtze River Basin has gained popular support.However,compared with the pollution caused by land,the pollution caused by ships is often ignored.This paper expounds the general situation of ship pollution in the Taicang section of the Yangtze River,clarifies the main body of ship pollution prevention and control and relevant laws and regulations,and analyzes the existing problems and causes of ship pollution prevention and control in the Taicang section of the Yangtze River.It is found that the following problems exist in the pollution control of ships in the Taicang section of the Yangtze River: the supporting facilities for receiving,storing,transporting and disposing of pollutants are not perfect;Vessel washing operation is not standard;Ship air pollution emission detection technology is not mature;Insufficient pollution emergency response capacity;The disposal effect of pollutants on board is not good,and there is the risk of exceeding the standard emission;In the ship crew do not pay attention to pollution prevention work and the contradiction between safety and development is becoming more prominent.These problems mainly involve the main body of shipping,the whole process of supervision,department coordination,emergency handling mechanism and other reasons.Finally,through comparative analysis,this paper draws on the advanced concepts and experience of ship pollution control in domestic and foreign ports,comprehensively applies the theories of sustainable development,collaborative governance and externality,and proposes countermeasures to strengthen ship pollution control in the Taicang section of the Yangtze River,that is,to strengthen the management of the source and end of shipping.Implement a new model of safety and integrity management in the whole process of ships;Strengthen government collaborative governance;Strengthen the promotion and use of shore power system;Establish and improve the emergency response system for pollution accidents;We will deepen pollution control and speed up green shipping.These measures are of great significance to the prevention and control of ship pollution in the Taicang section of the Yangtze River,the green development of shipping in the Yangtze River,and the economic benefits of the golden waterway.
