Research On The Provincial Environmental Polices Competition And Environmental Pollution Under The Chinese-style Fiscal Decentralization

After the reform and opening to the outside world,China's economy began to develop rapidly,which also benefited from the reform of our financial system.Especially,the "Chinese style fiscal decentralization",which combines political centralization with economic decentralization,has greatly promoted the development of local economy.But at the same time,China's environmental pollution has become increasingly serious,haze,PM2.5 appears more and more frequently in our lives,and this is just the problem of environmental pollution China the tip of the iceberg,the environment pollution has become China's social and economic progress of hindering the development,and our unique "China type the Fiscal Decentralization under the mode of government's behavior is China's environmental pollution has become increasingly serious.One of the reasons.China style fiscal decentralization in a political centralization system under the fiscal decentralization,local government in economic development index for the relative performance evaluation mechanism under the weight,in order to personal promotion launched on economic competition,especially on accounting for economic development index weight higher gross domestic product competition,the local government in order to achieve competitive advantage,often adopt strategic environmental policy.On the one hand,local governments will relax their control of the environment,reduce pollution charges and achieve economic growth at the expense of the.environment.On the other hand,the local government will reduce the financial expenditure on environmental governance.In the mode of fiscal decentralization in our country,the strategic environmental policies of local governments have aggravated the pollution of the environment.On the mode of fiscal decentralization,the competition of domestic academic research on the issue of local government environmental policy achievements of the balance of payments is relatively small,especially the lack of research about the effects of fiscal decentralization on environmental pollution,so this paper reference research related to some domestic and abroad,analyzes the mechanism of effect the fiscal decentralization of environmental pollution,the environmental policy division of domestic local governments into two parts on the sewage charges on environmental policy and expenditure policy,analyzes the influence mechanism of local government strategic environmental policy environment pollution.Subsequently,the provincial panel data of our country from 2007 to 2014 were tested empirically,and the following conclusions were drawn:(1)the implementation of strategic environmental policy between local governments under fiscal decentralization.(2)fiscal decentralization has an impact on environmental pollution by influencing environmental policies implemented by local governments.It also further proves that the behavior of local governments will have a negative impact on the environment in the mode of fiscal decentralization in China.Finally,some relevant optimization suggestions are given.There are five chapters in this paper.The first chapter is the introduction of this paper.It expounds the background of the research,the significance of the research,and the related research situation at home and abroad.The second chapter briefly introduces some basic theories about fiscal decentralization and local policy strategic environmental policy,the change of financial system reform in our country,the basic concept and characteristics of China style fiscal decentralization.On this basis,the paper expounds the game behavior of provincial government about environmental policy under the Chinese style fiscal decentralization.Finally,the influence mechanism of fiscal decentralization on environmental pollution and the influence mechanism of local strategic environmental policy on environmental pollution are expounded.The third chapter uses the empirical method and applies the provincial panel data of our country from 2007 to 2014 to test the competition behavior of local government in environmental policy.The fourth chapter uses the empirical method,application of China's provincial panel data from 2007 to 2014 from the perspective of empirical research on the impact of fiscal decentralization through the local government environmental policy payments for environmental pollution caused by the last chapter put forward problems for environmental governance of China's relevant suggestions.Specific recommendations include:Deepening the reform of fiscal decentralization,strengthen local government environmental protection authority,to promote inter regional coordination of environmental protection;Improving the central transfer payment arrangements for the project of environmental protection system;Deepen the reform of government performance evaluation mechanism;Promoting the upgrading of local industrial structure,and optimizing the investment mode.
