The Research On The Impacts Of Chinese-Style Fiscal Decentralization On Regional Industrial Pollution

In recent years,China has made remarkable achievements.However,because China's economic growth has been achieved at the expense of supernormal resource consumption and serious eco-environmental degradation,constraints of environmental resources on China's economic development have become increasingly obvious.The current extensive mode of economic development caused environmental problems to China,and the government act under the Chinese decentralization system was the root cause of this extensive development mode.First of all,this paper analyzes the internal logic of regional environmental pollution in China caused by Chinese-Style fiscal decentralization from the perspective of institution,which based on the current study at home and abroad.From the existing research,the conduction mechanism of fiscal decentralization and environmental pollution is not very clear.So this paper argues that the fiscal decentralization system plays an important role in the choice of local government behavior and puts forward two hypotheses: For one thing Chinese-Style fiscal decentralization has changed the expenditure structure of the local government,which affecting environmental protection investment,and ultimately affects the level of environmental pollution.For another fiscal income decentralization affects the local industrial choice of the local government,and pollution emissions from different industries will have different impacts on environmental pollution.Then,this paper studies the effect of Chinese-Style fiscal decentralization with regional industrial pollution.A dynamic study based on the panel data of 69 major cities from 2001 to 2011.The results show that the fiscal income decentralization may reduce the pollution level of regional industrial structure,but the sample statistical results is not significant in the eastern region;while fiscal expenditure decentralization could significantly improve the pollution level of regional industrial structure,which is an important index to investigate the continuously rising industrial structure pollution level of sampling cities.Finally,this research obtained the following conclusions: the current fiscal decentralization system in China is not conducive to the eco-friendly development of the Chinese industrial structure.
