Since 1978,China began to reform and opening up,basically from the traditional planned economic system to the market economy system. These reforms have radically revitalized economic growth and accelerated economic growth. But the market-oriented reform is not completed. The market in some aspects of the allocation of resources did not play a decisive role, making the emergence of factor market distortions of this special phenomenon.Economic growth is accompanied by a very serious environmental pollution problem, such as the haze in China in recent years, the weather shows the need for the construction of ecological civilization. Then the factors behind the economic growth of the market distortions and the relationship between environmental pollution can lead to some important questions:factor market distortions lead to deterioration of air quality? Are regional market distortions spilling over the region’s environment? The empirical study on the relationship between factor market distortions and urban air quality can provide a new idea for improving environmental pollution.Based on the panel data of 29 provincial capitals in China from 2003 to 2014,based on the fact that the process of marketization of factor market lags behind the process of marketization of product market, according to the structural distortions of the factors market constructed by Lin Boqiang et al.(2013),the "(2016)China’s market-oriented index "to measure the distortions of the elements of various provinces, the results show that China’s eastern coastal areas of the market development of a higher degree, while the central and western regions of the market development level is relatively backward. And then from the perspective of economic costs to consider the concentration of PM10/per capita GDP as a proxy for urban air quality, according to PM10 results also found that the eastern coastal areas of urban air quality is better than the central and western regions. And then reconstructs the geography distance and the economic scale weight matrix, and uses the spatial Durbin model to analyze the spatial effect analysis of the urban market.Spatial measurement results show that:First, the factor market distortions are an important factor in deteriorating urban air quality. The higher the degree of distortions in the region, the lower the urban air quality in the region.Secondly,it is concluded that there is a significant spatial correlation between PM10 in our provinces by Moran index test.At the same time,it is found that there is a significant direct effect on the distortion of the factor market, but there is no spatial spillover effect if the indirect effect is not significant.Third, the higher urban population density will worsen the urban air quality, urban public transport can improve the quality of urban air,but the industrial structure, the city’s energy efficiency and government environmental governance and urban greening rate on urban air quality Not obvious enough. It is of great practical significance to promote the process of market-oriented reform of our country and to improve the quality of urban air.
