At present,our country has entered a new era of socialism and the major social contradictions have been translated into the contradiction between the growing needs of a better life for the people and unbalanced development.The people have a rich and ever-expanding content needs for a better life.Showing a diversified,multi-layered features.Among them,enjoying a good ecological environment service has become an important part of the people's good life.Therefore,how to provide a good ecological environment,the fairest public product,has become one of the major responsibilities of the current government so that the people can enjoy fresh air,excellent water quality and a beautiful natural environment.Based on this,this paper chooses the Yangtze River Economic Belt,which is an important strategic position,as the main research area.Based on the relevant theoretical research,based on the analysis of the current status of the supply of ecological public goods,a set of index system is established to evaluate the supply efficiency of ecological public goods,According to the three input indicators and one output effect index,we use the output-oriented DEA model under the variable scale hypothesis to measure the output of the three Efficiency scores,That is comprehensive efficiency,pure technical efficiency,scale efficiency,and descriptive statistics of the three efficiency scores.The main conclusions are as follows:(1)A comprehensive comparison of the three efficiencies of provinces and municipalities shows that among the three efficiency scores of 11 provinces and municipalities in the Yangtze River Economic Belt,Sichuan Province,Guizhou Province and Yunnan Province have the highest efficiency Three efficiency scores close to 1,for the efficient state.The pure technical efficiency in Shanghai has been an efficient state for nearly six years.The low overall efficiency of Shanghai is mainly due to the low efficiency of scale.While in Jiangsu,Zhejiang,Anhui and other provinces in recent six years although the overall efficiency has been in the state,but the overall score is still relatively low,below 0.5,there is greater room for improvement.This shows that in recent years,the output efficiency of ecological public goods supply in various provinces and municipalities in the Yangtze River economic belt has been continuously raised due to the government's emphasis and the improvement of management.(2)Comparing the mean of efficiency of all provinces and municipalities,found that the average efficiency of integrated and pure technical efficiency of each province and province showed a gradient distribution,that is,the score of the upper reaches of the Yangtze River was higher than the score of the middle reaches of the Yangtze River and the lowest of the lower reaches of the Yangtze River.The difference in scale efficiency of the cities is not obvious,and the scores of all provinces and cities are close to the effective state,which indicates that most of the differences in the overall efficiency of various provinces and cities in the Yangtze River economic belt come from the differences of pure technical efficiency.On the other hand,the purely technical efficiencies of these six provinces in Jiangsu,Zhejiang,Anhui,Jiangxi,Hubei and Hunan were significantly lower than those of economies of scale,indicating that the purely technical inefficiencies in the six provinces were the main factors restricting the overall efficiency and On the contrary,the overall efficiency of Shanghai is constrained by its scale efficiency.(3)The overall efficiency of the Yangtze River economic belt analysis and comparison found that overall the three economic efficiency of the Yangtze River economic zone showed a slight upward trend,but overall the overall efficiency score is low,indicating that the Yangtze River Economic Belt overall eco-public products Supply and output efficiency there is still much room for improvement.The main reason for the low overall efficiency is that due to the low efficiency of pure technology,that is,the level of organization and management of the government,in the process of providing eco-public products,while paying more attention to the quantity of inputs,the government should continuously improve the Organize management capabilities to promote supply efficiency.(4)An analysis of the input laxity variables of the DEA model shows that in some provinces with relatively low overall efficiency,such as Jiangsu,Zhejiang,Anhui,Jiangxi,Hubei and Hunan,at the given level of output,Manpower,material and financial variables have varying degrees of redundancy,but the most redundancy is the redundancy of personnel input.That is,at a given level of output,the government can invest fewer,streamline staff and improve efficiency.(5)It can be found that the absolute difference,the relative gap and the comprehensive gap between the output and supply efficiency of eco-public products in the Yangtze River economic belt still show a trend of declining gradually.Among the three efficiency differences,the biggest difference is the comprehensive efficiency,the second is the pure technical efficiency and the smallest is the scale efficiency.Based on the above conclusions,the paper puts forward countermeasures and suggestions to improve the output efficiency of ecological public goods supply and narrow regional disparities: improving the ecological compensation system,realizing the marketization of supply mode,establishing the equal supply system and exploring a new assessment system.Based on the above conclusions,we propose targeted measures to improve the supply and output efficiency of ecological public goods and reduce regional disparities: improve the basin's ecological compensation mechanism,promote supply model innovation,build regional cooperation mechanisms,explore new assessment systems,and promote financial policy transformation.
