Study On The Funding Institution For Environmental Restoration And Governance In Mining Area

The overall situation of mine environment in our country is not optimistic,and there are a lot of damaged mines to be improved;moreover,the lack of long-term and stable fund guarantee is the main bottleneck in mine environment restoration and control.The country has paid more and more attention to the environment restoration of mines in recent years,explicitly stipulated the environment renovation responsibilities of mining enterprises,and increased financial support for mine environment restoration and control;meanwhile,the country is also actively advocating the third parties to participate in the recovery and control of mine environment according to the principle of "benefiting the investors".Nevertheless,due to the complicated mine environment restoration and control work,the huge fund demand,as well as the limited capital source for existing fund arrangements,the too narrow usable range and other limitations,the fund for a large number of mines to be restored urgently in our country is still inadequate.Therefore,it is urgently necessary to raise funding institution for environmental restoration and governance in mining area through the construction of funding institution for mine environmental restoration and governance,so as to provide long-term and stable sources of funds for the renovation of damaged mine environment based on the long-term operation of such funding institution for environmental restoration and governance in mining Area.On the basis of that the mine environment restoration and governance fund is considered to be one of the socialized relief methods for mine environmental damage,this paper has made a systematic arrangement of the policy evolution of management of mine environment restoration and governance funds in our country,and analyzed the existing operation modes of mine environmental restoration and governance fund,as well as the main problems in funding institution.By using the related experience of U.S,Japan and Taiwan,China in the funding institution for environmental restoration and governance for reference,the paper puts forward to formulate the laws and regulations for mine environment restoration and control by integrating the central legislations and local legislations;establish the mine environment restoration and control funds by the mining enterprises and the governments respectively,and separately manage the mine environment restoration and control funds established by different bodies,so as to build the diversified operation modes for mineenvironmental restoration and governance funds;widely absorb social capitals,excavate the potential of funds,and broaden the sources of mine environment restoration and governance funds;make clear the usable range and operation modes of the funds established by the government and the mining enterprises;strengthen the internal and external supervision upon funds,strengthen the public participation in fund operation,and prevent the disorder of fund operation.Through the construction of the funding Institution above,it is expected to provide theoretical reference and practical direction for solving the funding problems of mine environment restoration and governance in China.
