Risk Based Dangerous Chemical Port Of Safety Planning Technology

In recent years,represented by oil,gas and its products for throughput climbed,more and more port storage and transportation accidents reflect some problems of ports safety planning.At present,the developed countries and regions are usually through legislative means to ensure the seriousness of the planning is scientific and implementation.Most of the countries and regions set up specialized management institutions to be responsible for port planning.There is no standard in relevant laws and regulations for safety planning in our country,and imperfect for port planning program and content.In the process of Planning,they only consider the effect on surrounding protection goals,without consideration of influence in the region,especially for enterprise access is still in exploring stage.So it will have great significance to research for dangerous chemical port security planning technology.In this paper,we research on safety planning method of the domestic and foreign,on the basis of identification of dangerous and hazardous factors and accident analysis,we set up the specific procedures for port security planning,clear the research contents of the planning stage.We divide port safety planning into location planning,production safety protection planning and production safety prevention control planning which will standardize and guide the planning of scheduling and effectiveness.For the purpose and principle of enterprise safety access,we build enterprise access principles of "one ticket veto" and "withdraw mechanism".In order to eliminate and to measure the risk of differences between different enterprises,considering each enterprise affects the risk between the size and area.On the basis of the quantitative risk assessment,we defines risk value per unit of area,the risk index of enterprise access,putting forward a calculation method of access between enterprises risk influence and putting forward enterprise access threshold which provide theoretical support and technical methods for port planning and enterprise management and also provide guarantee for the safety of the port development.
