With the rapid development of China's economy,the demand for coal,crude oil,LNG and other petrochemical resources is increasing,the port throughput is rising.as a set of port cargo handling transport,commercial and industrial functions of the energy transfer station,the port is developing toward large-scale,complicated and diversified direction.The expansion of port size has been benefited from the continuous expansion of port areas,which has increased the scope of the port area and the planning area and also has increased the number and scale of the port enterprises.Therefore,establishing hazardous chemicals safety port planning process and enterprise safety admittance mechanism is not only beneficial to the port to control the accident,effectively prevent and reduce accident influence scope and degree,but also provides a security decision basis for the port planning department,and a conducive decision for them to make a right choice for enterprises.In this paper,we established the process and method of the safety planning of the dangerous chemicals port area based on risk,determined the importance of the enterprise safety admittance,and defined the research method and the research content of the safety admittance by explaining the meaning of safety admittance.Through analyzing the factors influencing the entering of the dangerous chemicals enterprises.we extracted the influence indexes that can be evaluated at the unbuilt stage of the project,determined the index system of the storage enterprises,logistics enterprises(pipeline transportation and highway transportation),and adopted the fuzzy comprehensive evaluation method to determine whether the enterprise is admitted or not.Then we considered the inherent risk and risk association of the enterprises.combined with economic indicators,adopted multi-objective decision making method TOPSIS to determine the optimal layout plan of enterprises.The analysis process of safety admittance and the optimization of enterprise layout are applied to the example to verify the validity of the model and method,and provide reference for the safety admittance work of the dangerous chemicals.
