Study On Industrial Environmental Efficiency Evaluation In China Under Two Stage Production System

At present,China's industry is struggling to achieve a win-win situation between economic benefits and environmental benefits,the contradiction between the two benefits is more and more serious,how to maintain rapid economic growth and how to reduce ind ustry pollution emissions and ensure the friendly development of the environment,it is urgent for our country.Environmental efficiency,as an important measure to measure the current situation of the industrial environment and environmental quality,can evaluate the harmonious relationship between economic growth and environmental quality,identify potential problems in industrial production,help policy makers to formulate effective measures to improve the environmental efficiency of the existing industr ial,and achieve the win-win between environment and economic.On the base of environmental efficiency literature review,the paper defines the scope of industrial industry and the meaning of environmental efficiency,builds the evaluation index system of the environmental efficiency,puts forward the two stage production system between resource conversion and environmental governance,and propose virtual enveloping surface theory,to solve the problem of "black box" and the efficiency difference of decision making unit whose efficiency is 1 in actual envelope surface,and carry out an empirical study of the industrial environmental efficiency evaluation in C hina,and analyze the difference of industry itself and the whole environmental efficiency under different envelope surface.Finally,the paper proposes measures to improve environmental efficiency of industry.After the empirical study,the paper finds that the overall environmental efficiency of China's industry in the period of the investigation period doesn't reach the best,there is a certain distance from the production front face,the industry need to continue to improve the environmental situation in order to make up for the loss of efficiency;In the case of building a virtual envelope,these three major industries of mining industry,manufacturing industry and production-supply industry of electricity/heat/gas and water have the same change in efficiency mean;The difference of environmental efficiency in different industries is obvious,and the difference of resource conversion efficiency and environmental governance efficiency affect the industry to improve its environmental efficiency from different emphases,such as non-ferrous metal mining industry,non-metal mining industry and other industries need to pay attention to environmental governance efficiency promotion to improve environmental efficiency,and petroleum natural gas mining industry,metal products industry should strengthen own resources transformation to improve environmental efficiency.13 industries' efficiency in a certain period reaches the best,for example,non-ferrous metal mining industry,tobacco industry,paper products industry,stationery and sporting goods manufacturing industry,the paper need to pay attention to these industries.
