With the rapid economic development, China has become the second largest economy in the worldwide. However, the rapid economic growth along with the increasingly serious environmental pollution, and gradually rising the energy consumption. Energy and environmental efficiency assessment analysis is a key issue in China's sustainable development strategy. Process industry is a high energy consumption and high pollution industry. Ethylene industry as a leading industry is one of the largest energy consumption process system, and thus, energy and environmental efficiency evaluation research countributes to energy-saving and emission reduction program developing and implement.Data Envelopment Analysis (DEA) has been widely used in energy efficiency evaluation system. However, due to the different types of data envelopment analysis have different characteristics and scope of application, the accuracy of energy efficiency evaluation is different in different fields. The more proper basic model, the more sensitivity and accuracy of the evaluation results, so as to guide the production and improve energy efficiency more scientificly. In addition, in the current efficiency evaluation of ethylene production plant, the environmental factors are considered inadequatly. As a high energy consumption and high pollution industry, the ethylene industry has a huge energy saving and emission reduction potential. However, the efficiency evaluaiton of the ethylene industry lack of a more comprehensive energy and environmental efficiency evaluation analysis. Based on the DEA principle, the basic models of DEA are compared and analyzed. And the proper basic model of ethylene energy efficiency evaluation is obtained by verifying the actual production data of ethylene. On this basis, the environmental DEA model for the evaluation of ethylene production efficiency is proposed, which is divided into energy input and non-energy input. The output is divided into desirable outputs and undesirable outputs, and the efficiency variables are set for each input and output to achieve a comprehensive evaluation of the energy and environmental efficiency of the ethylene plant. This paper also introduces the Environmental Performance Index (EPI) to evaluate the overall efficiency of different decision makers (DMUs). The proposed method of this paper achieves the goal of quantitative analysis of the energy saving and emission reduction potential of ethylene plant, and countributes to improve the ethylene production efficiency.The experiments of this subject are based on the actual production data of the classic ethylene plant in China in recent five years. The proposed algorithms and ideas have been validated in the actual ethylene plant, which is conducive to the production of energy-saving and emission reduction of ethylene production, guiding the actual production and improving the production efficiency.
