| Since the reform and opening up,the rapid economic growth has brought about serious damage to the ecological environment,and it is urgent to strengthen the construction of ecological civilization.After the 18 th national congress of the communist party of China(CPC),comrade xi jinping has repeatedly stressed that the construction of ecological civilization is a big plan for the future of the nation.Ecological environment protection is the cause of the benefit of the modern times.Green mountains and green water are the precious deposits.The party’s 19 major report and the economic work conference of 2017 rank pollution prevention among the three major battles.Baotou as a heavy industrial city with the development of manufacturing,is an important area of pollution prevention and control.In order to strengthen environmental regulation,Baotou has introduced environmental regulation measures such as the environmental protection regulations of Baotou on the basis of the policies and measures of the relevant environmental regulations of the state and the autonomous region.Under the background of environmental regulation and supply-side structural reform,Baotou must accelerate the transformation and upgrading of manufacturing industry.What is the relationship between environmental regulation and Baotou’s industrial economy development?It is deserve to explore that how to promote the transformation and upgrading of the manufacturing industry in Baotou under the background of strengthening the environmental regulation,so as to realize the improvement of the quality of economic development.Based on the systematic review of domestic and foreign related research literatures,this paper adopts the method of normative analysis and empirical analysis.This paper analyzes the historical evolution of environmental regulation and the history and reality of environmental pollution in Baotou.The environmental regulation of Baotou underwent thetransition from soft constraint to hard constraint,from part to whole,from sketchy to accountability.But Baotou’s air quality is still in the middle of the country’s 74 cities.By building the evaluation index system and the choice of appropriate evaluation method in Baotou environmental regulation perspective to evaluate the quality of manufacturing development,and estimate the effect of different factors on the transformation and upgrading of manufacturing system.The evaluation results show that the quality of manufacturing development in Baotou has been below the national average since 2014,and the main reason is the relative lag of supply-side structural reform and the strengthening of environmental regulation.Environmental pollution and energy consumption have low weight in the development quality evaluation system.It is proved that the manufacturing enterprises in Baotou are more concerned with economic benefits when improving their quality of development,and they are less concerned about environmental protection and energy consumption.Using GMM model to discussed the relationship between environmental regulation and manufacturing transformation and upgrading.The result is that the impact of environmental regulation on the transformation and upgrading of manufacturing industry is reflected in the following costs and innovation compensation.The effect of environmental regulation on the transformation and upgrading of manufacturing industry in Baotou has been changed to promote utility over time.Combined with previous discussion and demonstration,in order to push forward the supply-side structural reform of Baotou and realize the transformation and upgrading of the manufacturing industry it is necessary to optimize the environmental regulation strength to promote the reform of state-owned holding enterprises and standardize the layout of baotou industrial park. |
