| With the global allocation of resources and production factors,the different production processes of a product to the distribution in every corner of the world,the global manufacturers formed a chain type production mode.In this mode,the height of a country’s industry is no longer just reflected in the labor structure,the proportion of industrial output value,it’s more important to be reflected in the global value chain of the country.Relying on cheap labor and resources,China’s manufacturing industry has been gradually embedded into the global value chain through investment,processing trade and so on,and the economic strength has increased rapidly,basically laid the "world factory" status.But at the same time,we also found that,on the one hand,this division of labor makes the Chinese manufacturing enterprises are locked in the low end of the value chain,is not conducive to industrial upgrading;On the other hand,the environmental problems caused by the extensive development model are becoming more and more serious.The loss caused by environmental pollution and ecological destruction has reached 10% of GDP.Under the dual pressures of industrial upgrading and environmental protection,it is of great significance to explore whether environmental regulation can become a new starting point,and promote industrial upgrading in the process of environmental pollution control.Based on the general theory of environmental regulation and the upgrading of the manufacturing industry as the starting point,the theoretical analysis and summary of the mechanism of environmental regulation from the perspective of global value chain influence the upgrading of the manufacturing industry,the empirical analysis for the construction of the basic theoretical framework.Then,this paper uses the method of data description to examine the current situation of the development of environmental regulation and the global value chain of manufacturing industry;then using multiple regression analysis,intermediary effect test and other econometric methods to 2001-2014 time series data of environmental regulation and the manufacturing industry as the foundation,mechanism and channel of global value chain perspective of environmental regulation influences the upgrading of the manufacturing industry empirical test.The empirical results show that,under the perspective of global value chain,the impact of environmental regulation on the upgrading of manufacturing industry is U type.The short term strong environmental regulation will not be conducive to the manufacturing industry value chain upgrading,but in the long term,environmental regulation is conducive to the value chain of manufacturing industry upgrade;and this effect is mainly realized by foreign direct investment and technology progress intermediary effect.In addition,the strengthening of industrial scale and material capital intensity can also promote the position of manufacturing enterprises in the global value chain.Finally,the theoretical and empirical research conclusions based on the environmental regulation and the development of manufacturing industry and puts forward relevant policy suggestions.Including: increase the intensity of environmental regulation,to explore a variety of forms of regulation;strengthen policy guidance,to attract more foreign direct investment;independent research and development efforts to increase and enhance innovation ability;rational use of external relations,enhance the ability to obtain the value of the global chain. |
