It has become an important strategic goal for the political and economic development of our country to meet the increasing needs of the people for a better life and a beautiful ecological environment and to build a harmonious and symbiotic modernization between man and nature.Only by taking the green development as the key,taking the outstanding problem as the premise,taking the ecosystem protection as the foundation,starting from the reform of the ecological environment supervision system,can we fundamentally ease the contradiction between the economic development and the ecological environment in our country.We will improve the quality of the people's living environment and achieve sustainable economic development.The haze phenomenon caused by air pollution is the most direct and obvious influence on the life of our country at present.As one of its main sources,industrial exhaust emissions need to explore the ways of governance,strengthen the control efforts,and implement the control measures.At the same time,the role of industry in promoting the national economy is indelible,so it is necessary to seek the balance of development between economy and environment.On the one hand,through the innovation of cleaner production technology,to reduce the emission of exhaust in the process;on the other hand,to control the emissions of industrial exhaust within the range of effective emissions,It is also of great significance to solve the problem of exhaust treatment by ensuring both economic improvement and emission reduction under the current input-output level.Shanxi Province,as a large province of coal industry agglomeration,relies heavily on coal coke,electric power,metallurgy and other resource-based industries,and its exhaust emissions have been rising year after year,which has been higher than the national average emission level.In addition,GDP of Shanxi Province has always been at the end of the country in recent years.The industrial exhaust emission of Shanxi is in urgent need of control and treatment,and the economy also needs the stability and development of industry.Therefore,Shanxi Province industrial exhaust treatment needs to explore a way to give consideration to economic development and environmental protection.Based on the study of relevant literature and theory,this paper measures and evaluates the environmental technology efficiency(TE)of industrial exhaust emissions in Shanxi Province based on the inseparable non-expected output SBM-DEA four-stage model.The internal management efficiency(IE)and outside condition efficiency(OE)of industrial exhaust emission are further analyzed by deconstructing environmental technology efficiency.Then,by using the regression analysis of the Tobit model,the factors influencing the environmental technical efficiency of industrial exhaust emissions are obtained,and the policy suggestions for improving the efficiency of industrial exhaust emissions in Shanxi Province are put forward.The results show that the technical efficiency of industrial exhaust emission in Shanxi Province is at a low level in China.(1)By contrast,external operating efficiency has developed better,which means that the external environment of exhaust treatment is good.The environmental technical efficiency,internal management efficiency and external operation efficiency of industrial exhaust emission in Shanxi Province vary greatly,which indicates that the development is not stable and the ineffective exhaust emission is aggravated.(2)The internal management level and the external operating environment in different stages of development have different propelling power to the technical efficiency of industrial exhaust emission in Shanxi Province,although the improvement of both can promote the improvement of the environmental technology efficiency of industrial exhaust emission.But at present the exogenetic environment level enhancement to its impetus is stronger.(3)By comparing the environmental technology efficiency,internal management efficiency and outside condition efficiency of industrial exhaust emission in Shanxi Province,it can be seen that in Shanxi Province,the level of efficiency is not high in the provinces and cities with similar economic level,location factors and industrial exhaust emission intensity,but there are still regional development advantages.(4)Per capita regional gross domestic product,industrial structure,level of utilization of foreign capital and technological progress can promote the improvement of environmental technology efficiency of industrial exhaust emissions,the proportion of energy consumption,government environmental resources and the increase of investment scale have a negative effect on it.The innovation of this paper is:(1)integrating industrial exhaust,solid waste and waste water as non-expected outputs into the environmental technical efficiency measurement model and representing the actual production harm to the environment through discharge data.Rather than artificially setting weights to define the impact of pollutants on the environment.(2)we not only analyzed the changing trend of environmental technical efficiency of industrial exhaust emission in Shanxi Province on the level of time series,but also explained the mechanism of environmental technical efficiency by deconstructing the environmental technology efficiency to point out the reason of inefficiency in Shanxi Province,and grouped the 30 provinces and cities in China from geography,economy and emission level,we can clearly find the advantages and disadvantages of Shanxi Province development.(3)from the perspective of internal management level and external operation environment,we screened the influencing factors of efficiency.Combined with the characteristics of truncated data,we used the Tobit model to identify the influencing factors and directions of regression analysis of emissions and control variables reflecting emissions of exhaust emissions without economic benefits.
