Henan province is a new industrial province in our country, and the rapid growth of its economy depends on its rich natural endowments. But the development produces a large number of resources consumption and environmental damage, so under the background of environmental regulation, To maintain rapid and healthy development of economy in Henan Province,if Henan province can improve energy efficiency and reduce energy consumption and environmental pollution by taking the government regulation policy environment. This is the main problem that this paper needs to study.Before "Potter hypothesis" emerges, scholars generally believe that strict environmental regulation will lead enterprises to invest large amounts of funds to improve the quality of the environment, causing the increase of the enterprise operating reasonable costs, which is not conducive to the improvement of energy efficiency; Potter put forward e environmental regulation to improve the company's production costs in the short term. In the long run, in order to maintain market competitiveness, enterprises have to increase technological innovation, that can improve energy efficiency. so the key to the impact of environmental regulation on energy efficiency is the size of the relationship between innovation compensation effect of environmental regulation and cost squeeze effect, if the environmental regulation caused by technological innovation incentive effect is greater than the costs of environmental regulation, then enterprises can improve energy the efficiency of environmental regulation to achieve energy-saving emission reduction targets.Firstly, this paper theoretically analyzes the effect of environmental regulation on energy efficiency, and analyzes the current situation of energy consumption and environmental regulation in Henan province. Then by constructing the DEA model and Tobit model and using panel data of cities in Henan Province 2006-2014, The paper studys the impact of environmental regulation on energy efficiency. It concludes that, first, the large amount of energy consumption in Henan Province, single energy consumption structure. Second, Henan Province, the total factor energy consumption of all cities presents the trend of the "inverted U" in the first rise after the fall, and regional distribution is not balanced. Third, through the influence of empirical studies of environmental regulation on energy efficiency in Henan Province, The results show that environmental regulation, technical progress and foreign trade are conducive to the improvement of total factor energy efficiency in Henan Province, but the effect of industrial development of Henan provincial total factor energy efficiency is not significant. Fourth, the influence of environmental regulation on the energy efficiency of Henan province is significant in the intermediary effect of technological progress.Based on the empirical analysis, the paper puts forward to countermeasures and suggestions about enhancing the environmental regulation to promote energy efficiency, including the use of reasonable environmental regulation tools, and actively promoting the technical innovation, strengthening the environmental supervision and management, expanding foreign trade and optimizing the industrial structure etc. |
