Research On The Legal System Of Urban Household Garbage Reduction In China

The problem of urban household garbage is one of the main problems that restrict the development of China's urbanization,and reducing the total emission of urban household garbage has become a strategic problem that needs to be solved urgently in the urban development of our country.Urban garbage causes the production of "white pollution" in cities,and even affects people's living environment and ecological environment.In this regard,the government attaches great importance to it and puts forward the management goal of "reducing quantification","resource" and "harmless".In view of China's overall management system,urban household garbage in China is more focused on "end management",and less attention is paid to the reduction of front-end source.The implementation of the reduction is a systematic and complex project,which needs to be carried out from the perspective of perfecting legislation,improving technical equipment and guiding public participation.It is of great significance to reduce the amount of waste from the source and to solve the problem of environmental pollution.,taking "waste reduction" as the point of view of the legislative status quo of urban living garbage reduction,watch some shortages existing in the practice,through the analysis,comparison and summary of the developed countries in the process of urban living garbage reduction,the specific measures taken by the final suggestion to perfect the system of urban living garbage reduction,hoping to bring some contribution for the perfection of Chinese environmental protection system.The whole article is divided into four parts,including the following chapters:The first chapter is an overview of urban household garbage reduction.The first section introduces urban household garbage,including the connotation and characteristics of urban household garbage,and the classification of urban household garbage.The second section expounds the concept of urban living garbage reduction,connotation,this paper introduces the urban living garbage reduction and its each link to achieve the goals and standards,and the city life garbage reduction,the paper analyses the necessity and feasibility.The second chapter is the analysis of the legal system of urban household garbage reduction.The first section introduces the current legislation status of urban household garbage reduction in China,and summarizes the deficiencies of existing legal norms.Analysis in the second quarter to the defects of urban living garbage reduction system,including the garbage classification system chaos "incomplete" garbage charge system "producer responsibility" missing "unknown" publicparticipation system "and so on four aspects.The third chapter is the comparative analysis and research on the legal system of the household garbage reduction in typical countries or regions outside the region.First,the present legislation of the United States,Germany and Japan;The second part combines the common phenomena and problems in our practice,and summarizes the reasonable contents that can be used for reference in China.The fourth chapter is the suggestion of improving the legal system of urban household garbage reduction.1.Improve relevant laws and regulations;2.Establish a unified and common classification standard or system for urban household garbage;3.Improve the charging system for municipal solid waste;4.Improve the producer responsibility system;5.Improve the public participation system.If the above system can be perfected,it can provide some references for the construction of a perfect city life garbage reduction system in China.
