The development of the power dispatch considering energy saving andemission reduction mode is relevant to the power techonology advancement,development of power industry, reforming for the power system as well asincreasing resources and environmental constrains.The current power dispatchconsidering energy saving and emission reduction, generally considered the wholesystem to minimizes the total amount of pollutant emissions, paid less attention tothe impact of space and time relationship between pollutant dispersion and the livingenvironment.A generation scheduling method is proposed considering thespatial-temporal distribution of pollutants and the environmental capacityconstraints in different region according to this problem.Firstly this article analyzed main meteorological conditions whathas great effect on the distribution of pollutant diffusion characteristics, spatial-temporal distribution of pollutants model is established. A day generation planningmodel is established considering the pollutant dispersion characteristics andenvironmental capacity in different regions, according to different standard ofregional environmental capacity, and considerating the limit of pollution when madepower generation plan.Next divide wend into average wind speed and wind speed into small wind.Discussing the wind speed conditions what has a decisive influence on pollutantdispersion in depth. According to differene characteristics of the pollutant diffusionunder different weather conditions, select the corresponding expression model, anddisgn the measuring method of environmental capacity constraints.The examplesshows that, the generation scheduling method considering the spatial-temporaldistribution of pollutants and the environmental capacity constraints in differentregion has a great advantage of controlling the density of pollution in differentregion.
