Global warming has attracted great attention from the international community, and the increase of CO2 concentration in the atmosphere is the main factor causing the greenhouse effect. AS the world's largest emitter of carbon dioxide, China will face enormous pressure of the carbon emission reduction. For China's power has long been dominated by the high emissions of coal-fired power plant, the power industry emissions accounted for the vast majority of the all industries. So, reducing emissions from coal-fired power plants has become the most important to China's carbon emission reduction. At present, oxy-fuel is the most feasible and competitive technology than other CO2 reduction technologies. However, the oxyfuel plant increase the air separation unit and the CO2 capture and compression unit, which will increase the initial investment and reduce the incomes in the future. But, many of the external environment is conducive to the development of the oxy-fuel technology. Therefore, it is necessary to make a project evaluation of the oxy-fuel technology.In this paper, the 2 x 660 MW coal-fired unit is firstly selected as the research object, we analysis and estimate the cost and income of the traditional coal-fired power plant and the oxyfuel power plant by present technology and price level, and find that without the consideration of the storage cost of the CO2 and the external environment, the oxy-fuel plant will loss 974 million yuan with the introduction of oxy-fuel technology. Then, the paper evaluates the value of the investing oxy-fuel technology by the net present value method, and find that oxy-fuel plant will show strong competitiveness if we comprehensive considerate the sale of CO2, the emissions trading, the tax of carbon, and the tax incentives of the government gives. For example, if we can achieve fully resources utilization of the all CO2 that we captured, as long as the CO2 sales price is higher than 80 yuan per tun, we will get a positive net present value. But if we storage all of the CO2 that we captured, to make up for the loss of project investment, oxy-fuel plant still need large government subsidies, and the subsidies coefficient is 0.108 yuan/kwh. And if we transform all of the traditional coal-fired power plant to oxy-fuel plant, The annual government subsidies will be up to 330 billion yuan.Last, on the basis of previous research, this paper uses the SWOT model analysis the oxyfuel plant's internal strengths and weaknesses and external opportunities and threats. Then, we put forward some strategic suggestions to the development of the enterprises.
