Research On The Development Strategy Of HNL Power Plant In The Context Of Carbon Peaking And Carbon Neutrality

In September 2020,China for the first time explicitly set the goals of "carbon peaking" by 2030 and "carbon neutrality" by 2060,which sent a policy signal that China’s economy will undergo a low-carbon transition.As an important source of carbon emissions,the power industry needs to be transformed first.Coal power will be gradually transformed from the original main supply power source to auxiliary power source of peak and frequency regulation.A power supply system based on new energy will be gradually constructed,and the energy structure is developing towards low-carbon,diversified and intelligent aspects.At the same time,with the deepening of market-oriented reform of electric power,all kinds of power generation entities are competing to go online,and the competition in the power industry is becoming increasingly fierce.Traditional coal power enterprises need to formulate development strategies in line with the current environmental changes and the actual situation of enterprises,so as to achieve high-quality development.This paper first analyzes the "double carbon" target and background,and comprehensively uses PEST analysis,SWOT analysis,QSPM matrix and other tools to analyze the internal and external environment of HNL power plant by virtue of strategic management,development strategy,intensive strategy and other theories.Through the analysis of the external environment,it is found that during the "14th Five-Year Plan" period,coal power enterprises are faced with national policy,technological change,market competition and other challenges,but also have the space for transformation and development and opportunities.Through the analysis of internal resources,existing capabilities and development potential of the enterprise,it is concluded that HNL power plant has certain industrial advantages and brand advantages,so we should fully grasp the opportunity to speed up the transformation and upgrading.Based on the above analysis,this paper proposes that HNL power plant should adopt intensive development strategy during the "14th Five-Year Plan" period,strengthen and improve the core business of power generation and heating through heating market development and unit technology transformation,and expand value-added business of multi-function combined supply based on the main business,obtain regional monopoly and product differentiation advantages,and cultivate new benefit growth points.To promote the transformation and upgrading of HNL power plant from a traditional coal-power enterprise focusing on power generation to a comprehensive energy service provider with multi-energy co-supply.The safeguard measures are analyzed from the aspects of human resources,financial capital,corporate culture and organizational system,etc.to escort the implementation of the intensive development strategy of HNL power plant.
