China is one of the nations natural disasters have most severely influenced.The variety of disasters, the broad influence extent of disasters and the high occurrence frequency of disasters have caused great loss in China. Facing with so severe natural disasters we have to perfect the construction of the disaster emergency management system and deal with disasters in such a scientific and effective way that we are able to safeguard the life and property of the public better and promote the development of society and economy. When water–diversion projects go through the cold areas the river ice phenomenon will generally occur in different extents. River-freeze-up will influence normal water-supply and electricity-supply and shorten the navigate-schedule, increase the hydraulic structure load and influence the motion of river sediment, esp. result in ice jam and ice dam, all of these harm will result in the great loss to the people and the nation, but if there is the disaster emergency management mechanism in the nation, the nation will lessen the loss caused by natural disasters. South water-to-north Middle Route Diversion Project diverts water from northern subtropics wet type climatic zone to warm temperate zone semi-humid climate region, which crosses the large range of latitude.Therefore this might be confronted with the more severe diversion- problems in ice age.Aiming at the large-scale water diversion project, carrying out the diversion-water research of the disaster emergency management mechanism in winter ice age is very necessary.The thesis investigates the disaster emergency management mechanism of South water-to-north Middle Route Diversion Project in winter ice age. The first chapter of literature review mainly describes the domestic related policies and regulations and correlation research status and overseas research progress, which mainly researches the better legal system construction of disaster in American and Japan. The management research on water diversion in winter ice age mainly talks about South water-to-north Middle Route Diversion Project's management. The second chapter uses the national and overseas disaster emergency management mechanisms for reference, which mainly introduces the overseas natural disaster emergency management mode, esp. America, Japan and Russia, and which also introduces the national disaster emergency management mode of the Yellow River Ice Run in Inner Mongolia Reach for reference, which has been carried out for many years and improved continuously. The disaster emergency management mode of the Yellow River Ice Run in Inner Mongolia Reach is very enlightening for the construction of the disaster emergency management mechanism of South-to-north water Middle Route Diversion Project in winter ice age. The third chapter introduces the winter-1st-diversion-water status of South water-to-north Middle Route Diversion Project in Jing-Shi Reach, which is the concrete practice of the winter-division-water emergency management mechanism in Jing-Shi Reach.The forth chapter is the proposal on the construction of the disaster emergency management mechanism of South water-to-north Diversion Project in winter ice age. Its contents are to strengthen the organizational system construction, to perfect the disaster of the prediction and forecast, the disaster-pre-warning mechanism, the disaster information distribution and channel mechanism, the disaster emergency resource safeguard mechanism, thepost-disaster-restoration-reconstruction mechanism and the post-disaster assessment mechanism. The fifth chapter is summary and prospect.The thesis takes the South-to-north water Middle Route Diversion Project as the research object, the main channel of which is about 1276.5km from the water channel head of Taocha Project sluice in Danjiangkou Reservoir to Beijing Tuan Cheng Lake. The water channel is from subtropical climate to temperate climate so the ice run will occur in different extents in the water channel of Diversion Project in winter because of the cold climate influence to the north of the Yellow River. The most researches are on the natural river-water-disaster-control in ice age at present and some coping with their disaster mechanisms have been constructed.However, the disaster-control experience for the large-scale man-excavated-water-diversion project is scarce and no more the research on the large-scale man-excavated-water-diversion project disaster management mechanism. Therefore the research in the thesis is of great significance to the construction of the disaster management mechanism of South water-to-north Diversion Project in winter ice age.
