Water not only is basic natural resources of human survival and development, but also a kind of strategic economic resources. It is one of the essential natural resources for people's living and economic development. China's water resources distribution is unbalanced in time and space. This situation makes some areas lack of water, constraining the economic development severely, stagnating the people's living standards, and hindering the development of cities. The Implementation of North Water Transfer Project (INWTP) gives a wealth of water resources to receiving water areas, alleviating the shortage of water resources in there effectively. This paper combines quantitative and qualitative analysis to explore the effect of INWTP in the optimal deployment of water in receiving areas. It has important practical and theoretical significance. This mainly includes the following:(1) On the basis of relevant literature, summarizes the ways of evaluating the deployment of water resources, researches status of water resources allocation, analyses the current problems and developing trends in researches, and proposes researching aim of this paper.(2) From the point of structure of water resource systems, analyses the impact of North Water Transfer Project on the water system structure and function of the receiving water area, and from another point of ecological and economic system of water resources, analyses what is the effect of water configuration.(3) In order to more accurately measure, evaluate and reflect the different effects of water allocation on receiving water area, establishf a comprehensive, scientific index system of water allocation results and so as to establish relevant evaluation model--ater Resources Allocation Model. In addition, in Settings in the program evaluation will take into account middle route project is set to the state of "yes or no".(4) Study and make relevant calculate of the urban area of Zhengzhou City, Establish model for optimal allocation of water resources in Zhengzhou City, calculate water supply in the Middle in "have or without" situation in 2015,2020, and 2030 configuration of the planning year results. This paper calculates and evaluates based on calculation model andanalyses of the effect of Middle Route Project on Zhengzhou water resources.(5) Combining the theory and calculation examples gets the conclusion of the research and problems needing further study in future.
