In today's society, the shortage of non-renewable energy is still one of the most serious problems affecting the sustainable development of the society. Since the middle of last century, with the deterioration of environmental, scholars in many countries research on wind power technology for solving the problems of environmental pollution and energy crisis, which attracts more and more attention from all around the world.First of all, according to collecting the data form wind tower in the areas to be selected and analyzing yearly and monthly average wind speed in the past thirty years,three main index, the average wind power density, the effective wind power density and the utilization hours of annual wind energy, are chosen to describe the wind resources in selected areas and make a final decision based on the description afterwards.Secondly, on the basis of the existing wind farm grid planning theoretical and applied research, establish a planning model about grid integration of wind farms based on the life-cycle-cost by introducing the ideas and methods of life-cycle-cost. Not only initial investment is considered, network loss, operation costs, maintenance costs,reliability and other factors are also concluded in evaluation system.Then, propose an economic model considering time value and long-term economic and social benefits to be compared and provide evidence for the planning and life-cycle-cost optimization for decision making. The performance of PSO algorithm is greatly improved by using a local algorithm and introducing inertia weight. PSO algorithm becomes more suitable in dealing with practical problems as well.At last, take the wind farms planning in Hebei province as an example, evaluate wind resources in several areas, chosen for building wind farms, according to data from wind tower and conclusions of meteorological analysis. Examining final plan from flow calculation, short-circuit calculation and transient stability three facts which designed by life-cycle-cost PSO algorithm. Comparing economic indicators with plan of designers validate the research content in this paper.
