High voltage distribution network is the key line connecting power transmission network and medium voltage distribution network,The rationality of the planning scheme will directly affect the safety and reliability of the power grid system as well as the economic and social benefits of the power grid.Therefore,in order to make the distribution system have higher power supply reliability,higher utilization ratio of power grid assets,and better power quality,it is necessary to make a thorough study on the evaluation of high voltage distribution network planning scheme.High voltage distribution network planning projects have the characteristics of capital intensive,long implementation cycle,uncertain factors and other issues.Reasonable system planning can save investment and improve the security and reliability of power supply.The evaluation of power grid planning scheme is mainly aimed at the comprehensive balance of the technology,economy,environment and social indicators,which has been formed.In the evaluation and decision making of distribution network planning,not only economic problems should be considered,but also realize the efficient use of power grid equipment and risk aversion.Based on the study of the concept of safety efficiency cost management in distribution network,considering the obvious timing characteristics of distribution network load,the load timing characteristics are included in the operating cost,and considering the outage frequency,the outage amount,the type of load,the life cycle cost model of distribution network with multi-influencing factors is established.The model takes into account the cost of the initial investment,operation and maintenance and failure of the distribution network planning scheme,and the various influencing factors are included in the operating cost and failure cost of the planning scheme.In-depth study of the planned life cycle cost of the program,while taking into account the risk and effectiveness of planning programs.The risk factor of the planning scheme is obtained through a comprehensive assessment of the structure,technology,economy and environment of the distribution network planning scheme.The efficiency factor of the distribution network planning scheme is obtained through the evaluation of the planned voltage qualification index.Finally,based on the life cycle cost model of distribution network with multi-influencing factors,the evaluation results of the risk and effectiveness of the program are included in the objective function to establish the risk effectiveness cost(REC)evaluation model for distribution network planning.The actual case analysis shows that the life cycle risk efficiency cost model of distribution network planning proposed in this thesis coordinate the risk,efficiency and overall cycle cost,is scientific and reasonable,and improve the objectivity and scientific evaluation of power grid planning work.
