The backgrounds of electrical equipment condition-based maintenance were analyzed firstly in this paper. Then the necessity of developing equipment condition-based maintenance assistant decision system was pointed out. According to the characteristics of the distribution network equipment, the quantitative index system for equipment condition assessment were established. Using equipment scoring method combined with short board effect on the distribution network equipment to quantify the specific score. According to the equipment condition, the corresponding outage maintenance strategy is established. Combined with the actual situation of the condition-based maintenance of distribution network in Kaifeng Power Supply Company, this paper analyzed the condition-based maintenance process. Based on the overall framework of PMS, device basis of accounting, test data, using B/S mode, to build distribution equipment condition-based maintenance decision support system. The development environment, the design of the database, the overall structure and the function modules of the system were discussed in detail. The function realization of the system and the automatic generation of equipment evaluation report verified the effectiveness of the system, and improved the efficiency of maintenance. This makes the condition-based maintenance more pertinent than traditional regular maintenance, better meet the distribution network reliability requirements.
