With the continuous improvement of people’s life quality and level in our country, people’s travel rate is getting higher and higher, which results in a large increase of urban vehicles and traffic flow. In order to meet people’s travel needs that is fast and comfortable, the bus company continues to increase the capacity and lines of public transportation in cooperation with relevant government departments. But on the other hand, with the oil price substantially increasing in China, the bus company’s operating costs of public transportation also increases. This is a pair of mutually constraining contradiction, the only solution is to manage the operation and dispatch of bus company through using the advanced technology.As can be seen from the current situation, the most effective methods to solve the problem of urban traffic congestion is to develop public transportation by priority, but it can not be limited on each traffic priority or special priority. In order to develop of its strategies better. Based on the actual situation of our country’s public traffic dispatch, this paper puts forward the background of getting the real-time information of bus transit through GPS. The research work is as follows:(1) Firstly, the relevant parameters of the bus running and the various problems involved in the operation and dispatch of public transportation are analyzed and summarized. Then from the bus GPS data transmission mode and the bus GPS vehicle system these two aspects, it is analyzed and summarized that how to get the bus location by using car GPS terminal in this paper. Finally, the characteristics of the bus GPS data are analyzed and the application of car GPS in bus scheduling is summarized;(2) Secondly, from the point of view of bus operating reliability, the paper establish bus departure frequency optimization model by optimizing the cost of passenger loss and bus company’s profit costs these two goals. Through the aid of intelligent algorithm, which is also named genetic-simulated annealing algorithm, the model is designed and solved;(3) Thirdly, in this paper, the paper apply the car GPS to bus dispatching for solving the difficult problems that bus operation real-time information collection, through the car GPS to know the time changes at the site of stops and combined with the car APC system to get real-time traffic data and then adjust the bus departure interval(departure frequency) in time.
