With the rapid development of society and economy,the development of electric power needs to be preceded by social and economic development.Traditional power grid dispatching,management mode and monitoring service cannot meet the requirements of the development.Especially in the "big operation" system proposed by the national power grid,the fine centralized management of power grid dispatching operation is required.So,the power grid operation management needs strong technical support system to guarantee.The core technology of the "big operation" is integration technology of regulation and control which combine with the power grid dispatching and monitoring and controlling business as an integrated one.Combined with dispatch monitoring business of current municipal power company power grid in this paper,the integrated operation management system is developed based on the computer information technology.The power grid dispatch is changed from the traditional voice telephone mode to the electronic instruction transmission management mode,which can achieve the purpose of professional management and control.Furthermore,based on a detailed need analysis of dispatching monitoring system for a city electric power company,model of the object requirement is established using UML use case diagram,and the direction of the object is described in the form of use case diagram.In the design level,the daily work of scheduling monitoring is unified arranged.Around the operation and management system,the operating system is designed and planned,and the overall architecture of the system is described in the form of frame composition and network diagram.At the same time,the system is implemented and tested using the C++ development tools and related database.The testing results show that the system works well.After entered by the trial operation of the system,it can well meet the actual needs of the city power company.The "integrated" operation management system with regulation and control is highly effective to promote the transformation of dispatching and controlling business.In the meantime,it can greatly reduce the operation time of the operation,and improve the operation level of the dispatching and monitoring operation,and avoid the risk of some traditional regulation operation.
