Using annual urban crime data collected by Dinghai Public Security Bureau of Zhoushan City in 2012, a systematic study on the crime distribution of Dinghai District, Zhoushan city was conducted utilizing ArcGIS. The temporal and spatial distribution pattern of urban crime was revealed, as well as the relationship between urban crime and spatial environment variables involved in the city planning at the level of community. The conclusion can be referred for local government such as public security bureau and urban planning bureau.The temporal and spatial distribution pattern of urban crime hotspots in Dinghai district was as follows:with the apparent trend of distance attenuation, urban crime has the pattern of multi-center spatial distribution. The spatial concentration degree of urban crime was high, and the peak time of the crime existed. The analysis at the level of city and society showed that, Zhoushan city crimes are related to population density, land use type, road system. Through further research on urban crime from a community perspective, correlation analysis and regression analysis of the community crime and the related factors was performed, research results indicated that the number of criminal cases in the community can be better predicted by the number of entertainment venues, rural residential area outside the old (Dinghai) city, and the number of floating population. The predicted results can be referred for the Police force distribution planning such as police station and community guardhouse location planning.
