The continued growth of of urban motor vehicle ownership causes serious urban road traffic congestion problems, and the major cities usually control signal to regulation and control traffic flow, but these signal control system did not play the expected results due to the limitation of traffic collection technology. RFID (Radio Frequency Identification Technology), which is a new type of traffic data collection technology, can get travel time data and can be directly used to evaluate the regional road network user equilibrium. This paper will propose the method of urban traffic signal control based on user, equilibrium, which mainly includes the following aspects.Firstly, the paper analyzes the imbalance characteristic of link travel time in temporal and spatial distribution which is based on the RFID data. Compared the distribution and variation of average travel time in 5 minutes,10 minutes,1 hour collection, it can be found that the average travel time per mile can be used to describe the traffic state of user equilibrium.Secondly, this paper reviews the basic theory of regional traffic signal control,which includes the basic concepts and parameters, performance evaluation and so on. The optimization goal is to get the minimum product of total travel time and travel time per mile. This paper establishes a regional signal coordination control model based on the user equilibrium and solve the optimization model with genetic algorithm.Thirdly, this paper designs the logical framework and function modules about regional signal control system, which is based on simulation control system. And develops the simulation control system software combined Paramics simulation software and Matlab Plat, which includes OD parameter calibration modules with DLL function, parameter optimization module with DLL function, OD parameter calibration algorithm module, with program optimization module.Finally, a small regional road network of Nanjing's main city is selected to analyze as an example. The simulation optimization method in this paper shows that intersection performance over capacity percentage, turn delay, link delay, link travel time, trip time, the variance of units miles trip time and other indicators will decrease compared to the previous non-optimized. It shows that the model and algorithm established in this paper can improve urban traffic area control system performance.
