Since the 21 st century, the contradiction between accelerating the depletion of fossil fuels and the growing demand for energy is more and more serious. Around the world, vigorously developing renewable energy has become an inevitable trend. Solar photovoltaic power generation, one of the most effective method of using renewable energy, has rapidly developed in recent years. And forecasting the short-term power output of photovoltaic(PV) power system has always been an important and difficult problem in the study of the photovoltaic power generation. Although some certain achievements have been obtained in the researches of the forecasting the short-term power output of photovoltaic power system, most of the researches are aimed at large-scale grid-connected photovoltaic generation system and few of the researches are about the small distributed photovoltaic power generation system. For the above background, this paper proposes a regional photovoltaic power forecast public service system(RPVPFPSS), which is aimed at distributed photovoltaic power user, will provide a higher cost-effective photovoltaic power forecast service.Firstly, the paper describes the structure frame of the regional photovoltaic power forecast public service system and devides the system into two parts: the host part and the user receiver part. The host part includes five basic units which are solar energy collection unit, environmental meteorological data acquisition unit, historical data storage unit, regional solar forecast unit and radio unit. The user receiver part only includes receiving and display unit. The paper describes the function of each unit in detail.Then, this paper makes a comprehensive and in-depth research of the short-term forecasting techniques for power output of photovoltaic power generation system. In general, forecasting techniques fall into two categories: short-term forecasting technique based on solar radiation and model of photovoltaic power generation system, short-term forecasting technique based on historical data. Fully understanding the basic principle of the two forecasting techniques, this paper combines this two forecasting techniques and proposes a new forecasting technique, which is based on the hardware system and used in the regional photovoltaic power forecast public service system.Furthermore, this paper studies the spread spectrum communication system and explains the reason why regional photovoltaic power forecast public service system chooses the spread spectrum communication to convey information. Also, this paper illustrates the basic steps of the spread spectrum communication and decribes the principle of the anti-jamming and multiple access communication.Finally, this paper presents the hardware and software implementation of the regional photovoltaic power forecast public service system. The solar energy collection unit acquires and transmits current solar power data. The environmental meteorological data acquisition unit realizes the transformation between IP data and serial data through the DTU device so that it can get the meteorological data from the Internet. The historical data storage unit and the regional solar forecast unit use the dual-CPU architecture of DSP and ARM, which DSP mainly used to calculate while ARM mainly used to control the whole system. The radio unit and the receiving choose the SX1278 chip to achieve spread spectrum communication. The display unit shows the result data of the forecast power.
