Study On Failure Of Construction Safety Management System

With the expansion of the construction scale, construction safety accidents happened frequently. Since 2000 to 2014, a total of 12447 building municipal engineering safety accidents occurred in our country and the death toll is up to 14471. Therefore improving the construction safety management level and strengthening the research of construction safety management are very urgent. At present, the research of domestic and foreign scholars on the construction safety management mainly concentrated in hazard control, accident analysis, construction safety evaluation and the safety management system establishment. This paper mainly focuses on the failure of construction safety management system.Firstly, through sorting, reading and analyzing a large number of literature and engineering data, this paper put forward that the establishment of the construction safety management system should be started from six aspects, namely,the establishment of construction safety management organization system, technology management system of construction safety, safeguard system for construction safety, education and training system of construction safety, the regulatory system step by step of construction safety and the emergency rescue system.Secondly, through using the analysis method of problem tree, this paper analysis the root causes that resulting the failures of the establishment of construction safety management organization system, technology management system of construction safety, safeguard system for construction safety, education and training system of construction safety, the regulatory system step by step of construction safety and the emergency rescue system.the problem tree structure of the various systems is built in this paper.Finally, this paper demonstrates the causes summarized above that lead to sub system failure through the questionnaire survey, and analyzes the questionnaire data through the SPSS statistical analysis method to find out the main reason that leads to the failure of each subsystem. Reasonable suggestion for these problems is proposed in this paper so as to provide guidance for the construction and implementation of the construction safety management system in the construction of our country in the future and improve the safety of the construction industry in our country.
