The air traffic management system is the result of complex interactions and joint cognitive among human operators, procedures and technical systems.In recent years human errors have become the weakest link.Therefore,it's necessary to take effective measures to reduce errors.What's more,classical risk analysis and identification methods can not solve potential risk analysis and identification problems in a satisfactory way because of the fact that those methods do not mention the cognitive procedure of people.Due to the fact that the ATM system is always in change,the time of aircrafts arriving at the destination airport is uncertained, which will make the controller's working load increase.It may cause potential hazard due to the controller errors.The work designing approach scheduling system on MAS and realizing part systemic function using JACK Agent-oriented will be done.At first,We define the roles and analyze the relationship between them,and Then,design the Agents' Belief, Desire and Intention of each module.In the simulation,the concept ETA checking point is proposed,which is used to remind that it's time to allot the ETA for an aircraft again.The results show this method can provide more useful and accurate advise for the controllers.which may be an effective measure to reduce the human error.The change of schedule of aircraft approach affects the controllers' functional state,which may cause potential hazard due to the controller errors.Based on the results and information extracted from the simulation before,analysis and verify the influence to the controllers' functional state.Then,we choose one of the most important sub-task(conforming/updating metal picture) as example to analysis.Firstly, we take advantage of the specification of BPMN to build cognitive model of confirming/updating MP process.Then, in order to realize the risk analysis quantitatively, the BPMN model is extended by combining with event tree analysis. The results show that this method can find out the safety weakness in process by analysis the risk value, which can be used as the basis for the daily training of controllers, so as to strengthen risk prevention.
