With the rapid development of China's aviation industry, a sharp rise in the amount of flights. Because of the unbalanced of flow and capacity, the surface congestion is getting more and more serious at major airports. Hence, to find a scientific and effective method to reduce the level of surface congestion is becoming more and more important.First, it uses the idea of the Markov process to define an airport as a continuous-time Markov chains, runway configuration as the state. Using the method of fitting runway traffic by probability distribution function to simplify the states. The state transition probabilities are used to make predictions on future airport states at the airport. Then it studies on pushback control method, which reduces the congestion and integral taxi time of departures by keeping some departures held in the gate. With regarding to multi-runway airport, using origin-destination network analysis, combining with the method of runway configuration prediction, it presents one control strategy named pushback rate control based on the runway configuration. At last, it verifies the feasibility and effectiveness of this strategy through simulating the optimized actual operating data of Beijing capital international airport.It is the first time to combine the runway configuration prediction method with the method of pushback control. Through simulating the optimized actual data, it can be concluded that this strategy achieved very good results in reducing the surface congestion of the airport effectively.
