Nowadays airport congestion gradually turns out in several domestic hub airports. It's not hard to think out the reason why congestion happened, the reasons are as follows: First,the development of domestic economy have great effect on the development of aviation transportation, the size of fleet is expanding. Second, the increase of airport capacity has not kept pace with the growth of air traffic flow. The second is the most fundamental reason.Airport congestion contributes significantly to the increase of taxi time, fuel burn and emissions. In order to prevent congestions happening in the peak hours of airport, to reduce the taxi time of departures, this paper presents one operation control strategy named pushback rate control to optimize the pushback of departures. It can reduce the congestion and integral taxi time of departures by keeping some departures held at the gate. Increasing the efficiency, decreasing fuel burn, reducing the cost of airlines and the destruction of environment are eventually achieved.Problems on airport congestion and efficiency have been studied by the scholars at home and abroad, especially the work by MIT. Aiming at the pushback problem of airport, a pushback control model is built inspired by the ground hold program. To reduce taxi time and congestion by adjusting the pushback time of departures under no conflict on the airport surface. Aiming at the pushback of hub airports, pushback rate is suggested to control to solve this problem. The statistical analysis of historical air data of airport has been done firstly, and then a saturation curve fitting pushback rate-takeoff rate of airport carried on the MATLAB. The method of pushback rate calculation is mentioned and the idea of using the strategy in the control of departures of Beijing Capital International Airport(BCIA) has formed. The real air traffic information of BCIA has been used in SIMMOD simulation and has the strategy carried on the control of departures. According to the result of simulation,good performances have shown out on the side of reducing airport congestion and taxi time.The validity and practicability of the strategy have proved.
