Safety Evaluation Of Surveillance Service Provided By ADS-B

ADS-B as a more economic and reliable means of surveillance has found its application in many areas. In the field of Air Traffic Management, ADS-B has the potential to replace secondary radar and become a conventional means of surveillance.However, Air transportation requires extreme high level of safety. To provide flight separation equivalent to radar surveillance based on ADS-B requires justification of the safety,thus ensuring that it's safety risk is not greater than the current means of surveillanceThe work of this paper is mainly divided into two aspects. On the one hand, the working principle and process of ADS-B was analyzed; FTA model is established with an ADS-B collision as the top event; the fault tree's minimum cut sets, the path sets, structure importance and probability importance degree and critical importance degree were calculated. The results give the paths to avoid the collision. The probability of top event calculated proves that it is satisfied with ICAO safety target.On the other hand, this paper used the method of probability and HEART to calculate the collision risk. Data of collision risk is compare with radar surveillance service in the same circumstance. Thus justify the safety of ADS-B service of surveillance.
