At the beginning of last century, with the rapid development of air transportation, air traffic showed a busy state of disorder. As "air traffic control"came into being, it made air traffic safe, quick and orderly state. Air traffic control is to manage and control air traffic activity of aircraft, including air traffic control service, information service and alerting service. The current methods of air traffic control are mainly procedural control and radar control.Changchun Longjia tower has been using procedural control methods to instruct aircraft since 2005. With the increase of flights takeoffs and landings in Changchun airport, the procedural control methods have not fulfilled the needs of the growing amount of flights, so it is necessary to use more advanced and efficient command methods.Because of equipment causes (one radar runs separately), Longjia tower control office can not completely implement radar control, so radar surveillance control has become the first choice. The radar surveillance control project in Changchun Longjia tower has been carried out in 2009. In order to ensure the applicability, durability, safety, reliability and economy of radar surveillance control project, it can make a comprehensive quality control, determine the quality policy, objectives and responsibilities, plan and control the project of radar surveillance control by using the fishbone diagram method, permutation method, histogram and other quality management methods, which can fulfill all control functions. The main part of this paper developed a control process of project, confirmed the organization of project and clear responsibilities, and expounded the management completely about team members of the project, especially in the aspect of the disposal of safety assessment for staff training in special situations, so that the manager can adjust the duty forces and reduce the security risks referring to the training effect. At the end of 2010, the project has started trial operation. During this period, it made a stage analysis for the project by the use of quality control method, which can seize the flight during peak hours, master the flight dynamics and ensure flight safety by use of radar equipment. After the trial operation of the project, it also revealed some problems, such as equipment defects, personnel work habits and so on. After summarized those feedback problems, it has developed appropriate measures to solve the negative impact of problems. Finally, the paper analyzed the prospects of the project from the aspect of project itself and project implementation process, and took the more advanced technology method as development of projects.It is the most important part for air traffic control to ensure air traffic safety. To control radar surveillance control project can not only improve safety factors of control project, but also ensure flying safety of aircrafts in the districts of Changchun Longjia tower control.
