Research On The Management Of Illegal Overloading Transportation Governance Of Provincial And National Main Roads In Guigang

Guigang City has an obvious unique geographical advantage. Transportation is very convenient in Guigang, while a large number of cargo transport vehicles engaged in illegal overrun transport with the development of economy, leading to more and more road traffic safety hazards and destruction of highway, bridge and culvert, seriously interfered with the normal order of the transportation market which affected the economic and social development in Guigang city. Guigang City started overrun transportation management work and achieved certain results in 2004. However, the fragile governance results could be easily rebound as long as a little relaxation due to single governance means. Therefore, it is necessary to develop new governance means and to establish a long-term management mechanism.Firstly, demarcation of overrun transportation was defined and the damage caused by illegal overloading transportation was analyzed in this article. Secondly, thorough discussion of problems existing in overrun transport governance process and management, and new situation during overrun transport governance confronted by Guigang City were carried out, the simple control means and fund shortage were considered as the most important reason caused the overrun transport governance effect failed to achieve the expected target. Again, overload management innovation was regarded important to solve single governance means after argumentation, the feasibility of overload management innovation columned as project budget was demonstrated. Finally, this paper mainly drew a conclusion that good department budget management in overrun transport governance process has a very important role in realizing the goal of overrun transport governance management work.
