Comprehensive Budget Management In The Implementation Present Situation And Countermeasures Of H Company

As a scientific,advanced and effective management method,budget management has been implemented in foreign countries for many years.However,China’s economic development started late,although the process is very fast,the management mode of some enterprises is not so effective.Many enterprises don’t pay sufficient attention to the importance of comprehensive budget management,and the lack of theoretical understanding has led to many problems in the implementation of comprehensive budget management.With the development of China’s economy,the country has increased its fundamental construction.Water conservancy projects are the most important part of the funfamental construction and play a significant role in it.The state has continuously increased investment in water conservancy construction in the every-five-year plan.During the“Twelfth Five-Year Plan”period,the average annual investment in water conservancy project construction is 2.9 times that of the“Eleventh Five-Year Plan”.There is no doubt that the investment will be higher during the 13~thh Five-Year Plan.The state’s emphasis on the water conservancy engineering industry has promoted the expansion and development of the entire industry and enterprises of water conservancy projects.However,the expansion of water conservancy projects has brought about a growing number of management issues.To achieve the company’s strategic goals,companies must conduct comprehensive and effective budget management.Based on this,this paper conducts research on the theory and system of comprehensive budget management,and adopts the method of case analysis to select the benchmark company H of Hebei Province’s water conservancy project as the study object,and discusses the implementation of comprehensive budget management theory in water conservancy engineering enterprises.First of all,this paper briefly introduces the research background and significance of this research,and summarizes the research status of budget management theory at home and abroad.Secondly,it sorts out the theoretical basis of comprehensive budget management and the system of comprehensive budget management.Subsequently,this paper sorts out the development history of H company’s budget management,and examines the current situation of H company’s implementation of comprehensive budget management.After that,this paper summarizes the reasons for the dilemma in the implementation of H company’s budget management,and proposes targeted improvement measures.The last part is the conclusion of this article.This paper,which studys on the theory of comprehensive budget managent,hopes to provide some reference for enterprises of the same industry through the analysis and improvement of the implementation of the theory in H company.
