Since entering in twenty-first Century, with the rapid development of various undertakings in our country, the drawbacks regardless of the environmental protection in the process of economic and social progress are gradually revealed. In the course of the development and utilization of water resources, the ecological and environment water requirement is often being neglected. With the rapid process of urbanization in Yangquan City, a series of behaviors such as river excessive development, river dredging projects, sewage emissions eventually lead to river water pollution, silting of rivers and other river ecological environment problems. Based on the water resources protection plan of Yangquan City, the ecological base flow, reservoir operation, water resources allocation and other related issues are analyzed in this paper.The research situation in the ecological base flow at home and abroad is understood and contrasted at first. On the basis of the above, the definition of river ecological base flow is analyzed and compared, and the advantages, disadvantages as well as applicability of each method are studied and compared.In the basis of collection of natural and geographical conditions, river system, social and economic situation of Yangquan City, the river runoff conditions, characteristics of river basin and hydrogeological conditions and other general situations of this survey region are learned. In this paper, we use the minimum monthly average flow method, flow duration curve method, the original Tennant method and regression analysis of Tennant method to calculate and contrast ecological basic flow of Taohe river in Yangquan City, and their computed results were 0.111 m3/s, 0.048 m3/s, 0.113 m3/s, 0.115 m3/s. After the analysis and comparison, the ecological base flow value 0.115m3/s calculated by the regression analysis Tennant method was selected as the ecological base flow of Taohe river.Based on the basic situation of the existing data and watershed, the factors which may affect the ecological basic flow of Taohe river are being studied and analyzed, including the discharge of waste water, river way seepage, water conservancy project, the tributary of the river and other factors. At the same time the impact of each factor on the ecological base of Taohe river flow situation are calculated term by term. Solving the impact of these factors is the security to ensure that the runoff of Taohe river reaches the standard of ecological base flow.In the paper the projects of Shannan Reservoir ecological operation are being solved by the method of dynamic programming and the model of water resources optimal allocation based on the objective of Taohe River ecological base flow is established and the calculation methods of the model are discussed. Based on the objective function and constraint conditions of model, the optimal allocation schemes based on the industrial and agricultural benefit are figured out.A series of engineering measures and non-engineering measures are put forward from the point of protecting ecological base flow of Taohe River, such as improving the utilization rate of water resources, accelerating the construction of sewage pipe network, inter-basin water transfer and so on.The research content of this paper provides scientific support and theoretical guidance for the protection of the ecological base flow of the Taohe River in Yangquan City, the protection of the river ecological environment and the protection and the sustainable utilization of water resources.
