With the world's fossil energy shortage and environmental pollution problems have become increasingly serious, the development and utilization of new energy sources have become the world's energy strategy and energy transformation major projects, and the wind energy, solar energy and other new energy power generation technology support by the national policy have rapid development.Due to the wind energy is more affected by the weather and other external factors, the characteristics of fluctuation, intermittence and anti- peak regulation of wind power output have a great influence on the power dispatching, the balance of supply and demand, the safety and stability of power system and the quality of power supply of the grid that the wind have integrated. In order to solve the difficulties caused by wind power connected to the grid, and improve the utilization of wind power, it is very important to do a good job of energy management and control of wind power.The battery energy storage system is a kind of device that can realize energy storage and power bidirectional flow, which provides an effective method for the safe and stable operation of wind power connect to the grid. Wind power and energy storage combined system plays an import roles in smoothing the wind power output, reducing the intermittency and other adverse effects for wind farm, reducing the impact on the power system, improving the performance of wind power generation, and improving the utilization of wind power to optimize the energy structure.This paper summarizes the related knowledge and technology theory of the new energy power generation and the wind power and energy storage combined system, and makes researches on the short-term wind power forecasting method and the energy storage powersmoothing device in stable operation and power- smoothing strategy of the wind power and energy storage combined system. The main contents are as follows. It introduces the development of new energy generation and the current research status of the wind power and energy storage combined system. Through the research of the main factors to affect the wind power output and typical wind power forecasting methods, this paper proposes a wind power prediction method of basic meteorological similarity polymerization to establish a more clear mapping relationship between independent factors and wind power output, forecasting the wind power output and take an analysis of this model. According to the study of the energy storage on optimizing the operation and regulation in the wind power and energy storage combined system, this paper propose a dynamic time constant algorithm, a fuzzy control method to smooth the power of wind power and energy storage combined system, it's base on the power prediction and using advanced control strategies, calculating the volatility of wind power in future control period by the predicted results and the current output power, combining the state of charge of energy storage system and the smoothing quota of output power fluctuation, taking the storage system to output minimal power in future control period of as the optimizing goal, using fuzzy controller to dynamically adjust the low-pass filtering time constant, accommodating the energy storage system to make the control in advance, coordinating and optimizing the operation of wind power and energy storage combined system. Finally, based on the advanced language of Matlab, designs a power-smoothing system of wind power and energy storage combined system which considering the demand of wind power prediction and power-smoothing regulation.
