The flight environment in descent phase is more complex, and the factors affecting aircraft fuel consumption are intricate and diverse. In order to achieve the purpose of saving fuel, we can design a reasonable flight profile line. For this reason we should enhance more efficient cooperative aviation organizations which constantly digest conflicts in flight and give solution strategy. This paper analyzed the process of descent to find incentives of excessive consumption. Use QAR data analysed the descent phrase to find out associated factors of fuel consumption and controllable points of fuel saving. Applying collaborative theory and multi-agent objective optimization strategy researched the collaborative operation mode of aircraft in descent for civil aviation energy saving.Firstly, this research applied associated analysis to extract the associated factors and controllable point of fuel consumption based on QAR data. Analyzing the entire descent derived fuel consumption-related factors such as flight distance, the mode of descent, early lower altitude, rate of decline, waiting, aircraft sliding on land. The main research focused on the collaboration between the three organizations of civil aviation, and proposed the possible of optimization.Secondly, this paper analyzed the process of descent to find incentives of excessive consumption. That process is divided into declining segment and approach-landing segment.The former is from the end of cruise to the approach of the terminal area. The research focuses on selecting mode between the segmentation gradual decline and continuous descent arrival in the coordination mechanism. The latter is from the initial approach to the landing point. The emphasis is on considering the safety interval, fuel saving and other constraints to guide the landing approach.Finally, to energy saving this paper innovative proposed the framework of multi-organizational collaboration based on virtual teams, and build a framework for multi-objective collaborative decision-making model. For optimize the decision-making process, this research applicated multi-agent objective optimization strategy, then selected three main objectives which are time cost, fuel consumption and quality of flow rate adjustment to analyze the objectives and constraints in descent.
