| The road construction and operation management department studied the requirements of human-vehicle-road coordinated development of the road transportation system from the perspectives of improving safety of the road transportation system, reducing casualties and property loss and reducing the number of traffic accidents, and proved that it's important to make safety management toward road construction and operations and establish and constantly improve the guarantee measures in order to promote sound development of road transportation. Currently, there're limited theoretical studies on content and methods of establishment of the road transportation safety guarantee system. There's no systematic and thorough study on life cycle of road. In China, we still regard the system as an emergency and temporary requirement to study. In this thesis, the author studied road transportation system safety operation features of Gansu, construction and operation management and safety guarantee theories, relevant content and measures and macro theoretical issues of establishment of the safety guarantee system. In dynamic transportation operations, macro strategic development requirements must be met; the safety guarantee measures must be carried out systematically. The purposes are to make transportation conditions people-friendly and to build an environment-friendly human-road traffic engineering interactive environment.With regard to road transportation infrastructure construction, this thesis strengthened safety influencing factors at the early stage of the project and the construction stage and studied on the current situation of the road transportation system of Gansu Province at the early stage of the project and the construction stage from the perspectives of institution, legal system, assessment and supervision and funds management; with regard to safety guarantee at operation management stage of the road transportation system, this thesis elaborated the necessary connection between operation management and safe production, emphasized that operation management is an inevitable link in safe production, and proposed to guarantee operation management of the road transportation system of Gansu Province from the perspectives of institution, legal system, assessment and supervision and funds management; with regard to safety management guarantee system of the road transportation system of Gansu Province, this thesis analyzed the traffic infrastructure planning, engineering feasibility study, life-cycle institution from design, construction, completion of works, operation to emergency rescue, legal system, training and assessment and funds management so as to gain a thorough understanding of the current situation of the safety management guarantee system.This thesis made a systematic investigation and study on the current situation of the road transportation safety management and guarantee system of Gansu Province and then evaluated on the existing problems; furthermore, it proposed the framework structure and supporting measures for the safety guarantee system from the perspectives of systematic engineering, safety engineering and road infrastructure, which laid a solid foundation for study on the road transportation safety guarantee system of Gansu Province. Finally,it established the infrastructure construction safety guarantee system, safety guarantee system for the operation management stage, safety management guarantee system of the road transportation system of Gansu Province and finally proposed the safety guarantee system of the road transportation system of Gansu Province. This study set up a foundation for planning for traffic infrastructure construction, operation management and specialized transportation management of Gansu Province. |
