Radio navigation as a main way of navigation at present, the ground navigation facilities can be seen everywhere at the airport and route distribution. In order to flight safety, it is required to carry out flight inspection of these ground navigation facilities regular and irregular to ensure that these navigation facilities are in good performance, however, the work of flight inspection need a huge amount of work, time-consuming and power consumption.So this paper proposes that the high accuracy of the satellite based navigation airborne data which is recognized and dealed with the singular value and is denoised by the wavelet threshold denoising method based on EMD firstly used to establish the evaluation system of the improved grey correlation degree and expert evaluation method to analyze the availability of the ground navigation facilities.Firstly, the airborne data are fitted and the sequence difference is used to recognize and deal with the singular value, the airborne data is wavelet decomposition, A large number of simulation tests are performed to select the wavelet generating function with better denoising effect, decomposition level, denoising method. And the wavelet decomposition is improved, the wavelet threshold denoising method based on EMD is used to compare the two denoising methods, it is found that the improved wavelet denoising method is more effective. Secondly, according to the knowledge of the navigation and space geometry, coordinate transformation formula, airborne data after singular value and denoising can find the relative position of the aircraft and the ground navigation station.Then, the relationship between the performance of the navigation is analyzed, combined with the acquisition of airborne data for custom ground navigation facilities, using rough set to rank the performance of navigation availability, the level set of the factors in the rough set is subdivided, combining importance ranking results, improved gray correlation degree, use the improved grey correlation degree and expert evaluation method to analyze the availability of the ground navigation system. Finally, use the route from Xi'an to Changchun on a flight as an example to analyze and verify the feasibility of the evaluation system established in this paper.
