Flight procedure design is an important part of civil air traffic services, it is not only directly related to aircraft flight safety and operational benefits but also airlines and airports have a close relationship. Flight procedure design is necessary to consider the flight path as well as the impact of obstacles on the safety of aircraft. So assess airport ground obstacle, with combining of the flight path of distributed processing, is essential for safe flight operations, has great theoretical and practical value.Firstly, the cluster analysis methods and processes track were studied. On the basis of the existing K-means clustering method on track, combine with the linear regression analysis, hypothesis testing track point distribution methods, both to draw the flight path of the analytical formula, and to get the distribution law throughout each track points. Secondly, proposed instrument landing system(ILS) collision risk model that includes track deviation model of instrument landing system and obstacle collision risk probability calculations, combined with the results of hypothesis testing track distribution, it can be used as an instrument landing stage Evaluation criteria for risk assessment of obstacles.Finally, tracking clustering Capital Airport track data processing through the application of analytical methods, and assessing the risk of obstacles using ILS collision risk model for the airport runway 36 R approach. we got the probability of occurrence of a collision obstacle with No. 36 R ILS approach. verifying the reliability of the track clustering methods.
