The function of ro/ro passenger ship is to load cargo and passenger.How to ensure safety of ferry is always the focus of the maritime administration and the shipowner company job.This paper is writing on the target of COSCO SHIPPING Ferry Co.LtdYongXingIsland.I established a assessment model and used FSA(Formal Safety Assessment)to make a assessment on the ferry daily running.Offered suggestion to the ship-owner company to reduce risk during operation.The main works of this paper are as follows:1.Consulted the relevant documents of Formal Safety Assessment.Collected documents of ’YongXing Island’ which belongs to ’COSCO SHIPPING Ferry Co.,Lt’.Reachered on the ferry.Make an acquaintance how the company’s Safety System Management running.2.Intruduced the conception of ’Formal Safety Assessment’.Tried to design a safety assessment model.3.Based on researching and been advised from relevant staff.Make a conclusion that there are four factors may affect the navigation.4.Make as afety assessmenton "YongXingIsland" ferry,analyzing the safety assessment model.Displayed the level of risk.5.Make a proposal to the ferry and the ownership company after the assessment.There has a certain significance that FSA may bring a guidance to the marinetime department and the shipowner company’safety running.Due to the mature of ’BoHai Bay’’s ferry market,Assessing by the FSA is necessary and also meaningful.
