Under the background of wind power developmentin the world,wind power has been rapidly developed in China.Large scale wind power made great pressure on the power balance of grid.Affected by different terrain and climate conditions,intermittent and volatility of wind power can not be accurately forecasted.When the deflection is large,it is a threat on the balance of grid.And it lead to hardly to control units' starting or shutting,so does the scheduling of power.In order to ensure the security and stability,accept more clean energy and keep a good running economics,it is a hurry need to solve the problem that how to optimize capacity of spinning reserve of large scale wind power grid.This paper analyzed the mechanism of reserve coursed by generation side,transmission side,load side and wind power,quantified the risk cost of spinning reserve.A case verified there must be a compromise between risk cost and operating cost in a condition that safety criterion was decided.It monetized the risk in the system,made the risk cost analytic expressed,and built a optimization model which tradeoffed the risk cost and the operating cost.The model was used in day-ahead dispatch.The cases showed the total cost went down to 97.3% as it was before.The ability the model has was related to the scale of the power grid.After analyzed the risk cost of response,it built a model of dynamic economic dispatch of spinning reserve and it was used in dynamic economic dispatch.The model coordinates the risk cost of response and the operating cost of units.The cases showed that the model saved 25% of the cost of reserve before.Base on that Coordinating dispatch cost and reserve cost,it can efficiently lower the total cost.Last,a bi-level optimization model of spinning reserve was built.It was used inreal-time dispatch of the system.Through the coordination of generating cost and spinning reserve cost,total cost became down.Cases showed it has good economy and strong response capability.It also had good applicability for different line capacities and fast calculating speed.This paper considered the best capacity of spinning reserve and the minimum total cost as the target.The related model and algorithm for wind power grid system which is used to determine the spinning reserve capacity provides a complete set of optimization strategy.It include day-ahead dispatch,dynamic economic dispatch and real-time dispatch.On the condition that security criterion is decided,it lowered the requirement of reserve and the total cost,and it is beneficial to take in more wind power.
