The railway power supply dispatching is an important aspect of daily operation in the railway dispatching department. It is responsible for dispatching and commanding the operation, overhaul, troubleshooting and emergency repair in the railway traction power supply system. It is also in charge of monitoring the operation of unmanned equipment for the railway traction power supply, thus playing an important role in the railway operation.The railway power supply dispatching mainly functions with the support of SCADA(supervisory control and data acquisition) system and video security monitoring system for railway power supply. It can monitor the operation of the traction power supply equipment. The SCADA system is responsible for collecting, processing, transmitting and displaying the information regarding the operation of the traction power supply equipment as well as executing the control instruction of the dispatcher. The video security monitoring system for railway power supply is in charge of collecting the videos in the relevant stations as well as enabling the dispatcher to conduct the video monitoring over the traction power supply station.As the newly-built electrified railways are put into operation successively, the number of railway power supply dispatching consoles has been also on the increase. The original hardware equipment has been no longer able to satisfy the growing demand. This paper aims to rebuild a railway power supply dispatching management platform that can satisfy the growing demand in the long term.Firstly, this paper studies the concepts and technologies related to cloud computing and virtualizalion. Secondly, the work of railway power supply dispatching is analyzed. Aimed at those problems existing in the railway SCADA system and video security monitoring system for railway power supply, it discusses the design need for the railway power supply dispatching management platform. The VMware vSphere5.5 has been chosen as the software to build the cloud-computing framework by analyzing the performance, advantage and disadvantage of the mainstream cloud-computing software.Based on the principle of saving the cost and utilizing the existing equipment properly, this paper has adopted the scheme featured by the combination of the available old equipment and new equipment. The server, storage and network system for the platform have been also designed and built accordingly. By setting the functions such as monitoring the performance and resource, transferring the virtual machine, resource scheduling management and fault tolerance, it has improved the whole performance of the platform. With regard to security protection, this paper has adopted the vShield Endpoint scheme utilizing the software Endpoint Protection to protect the platform software against the computer virus. Lastly, the VDP scheme has been chosen for the backup of platform data, thus improving the security level of platform data.
