This study proposed a new method based on cloud computing to construct a new type power dispatching automation system, and complete the transformation without affect production. By means of cloud computing technology, the reliability of IT infrastructures can be significantly improved; the technique on power dispatching can be easily standardized; and the advance function can be rapidly delivered. It also shortens the cycle of deploying new power system automation facilities and reduces administrative costs. Furthermore, this new-type system can solve the contradiction between hierarchical management and "integrated construction" in energy sector.Starting from the actual situation, a technology roadmap designed in this paper. Making full use of existing resources, complete the reconstruction for a single data center, multi data centers, hybrid cloud and finally realize comprehensive public cloud deployment. At the same time, by deploying a whole test system, each solution was demonstrated; by collecting operation data, the actual performance of the system was analyzed; by techno-economic analysis, provide a reference for the investment decisions.The system analysis results shown that comparing with the traditional, the system failure can be reduced; redundancy has upgraded from2nodes to far more nodes; application level disaster recovery can be finished in minutes. Besides, mobile operation enables power dispatching automation system on smart terminals through the3G network; maintenance workload has changed from multiple servers to just one Resource pool; decoupling of software and hardware enables maintenance work to be carried out independently, Any changes will not affect the operation of the whole system. After comprehensive public cloud construction, the cost of the new type system will be reduced to1/6of the traditional system, resource acquisition cycles will be shortened to a few seconds, and the system reliability will be guaranteed by service provider according to SLA in order to reduce management risk.Increasing system reliability and flexibility and the declining cost is the main direction of development on cloud computing.
